On September 27, 2013 at the meeting of the Technical Commission during the 38th Session of the ICAO Assembly, the President of the Civil Aviation Authority of the Republic of Poland Mr. Piotr Ołowski supported two documents number 99 and 245. The first document relates to the safe transport of children on board the aircraft, the second one - inhalation of fumes by flight crews and odors from the aircraft systems.
Document No. 99 supported by Mr. President had been prepared by the United States. It relates to the safe transport of children on board the aircraft. The document encourages ICAO to develop guidance and recommended practices regarding the transport of young passengers, including their height and weight. Mr. President noted that the proposed measures will contribute in the future to greater safety for children on board. Another document that President of the CAA referred to was the document No. 245 presented by the International Transport Workers' Federation (ITWF) and the International Federation of Airline Pilots Association (IFALPA). The document raises an important issue of inhalation of fumes and odors from the aircraft systems by flight crews. Those inhalations can cause adverse health effects and the risk for both crew and passengers. The document urges ICAO to create the adequate guidelines regarding training of crews and ground personnel, which should reduce the emission of fumes and odors. Tutorials will also be used to train flight crew personnel to act against negative effects of the emission of fumes and odors. Mr. President stressed the importance of the document for air transport safety.
