President of the Civil Aviation Authority at EASA Managment Board in Cologne

Form 9 to10 December 2013 in Cologne a meeting of the European Aviation Safety Agency (EASA) Management Board was held. The Republic of Poland was represented by the President of the Civil Aviation Authority - Mr. Piotr Ołowski.

On the first day of the meeting the members of the Panel commissioned at the end of 2012 by the EASA Management Board under Article 62 of Regulation (EC) No. 216/2008 of the European Parliament and of the Council presented their independent, external evaluation Report in accordance with the requirements of that Regulation.  The evaluation shall examine how effectively the Agency is fulfilling its mission. It shall also assess the impact of this Regulation, the Agency and its working practices in establishing a high level of civil aviation safety. The evaluation shall take into account the views of stakeholders at both European and national level.

On the second day of the meeting the new Executive Director - Mr. Patrick Ky presented to the participants the condensed information on the activities carried out by the Agency in 2013 in areas concerning standardization, certification and regulatory activities. As part of a joint report from the European Commission and EASA the changes in the Rulemaking Programme for the years 2014-2017 were presented. Later in the meeting the participants were briefed on the progress of the “Road Map for the regulation of General Aviation”. President of the Polish CAA expressed his support for establishment of the group of national experts with regard to General Aviation issues. Mr. Piotr Ołowski assured that the Civil Aviation Authority will continue to support European efforts to develop safety materials and new rules on the GA adapted from the very beginning to this important part of the aviation community.

Participants of the EASA Management Board meeting considered several documents in the field of security, air navigation and budget.

The EASA Management Board brings together representatives of the Member States and the European Commission. The Management Board is responsible for the definition of the Agency's priorities, the establishment of the budget and for monitoring the Agency's operation.  The Chairman of the Board is Mr. Michael Smethers from the United Kingdom, and Deputy Chairman Mr. Pekka Hentu from Finland.
