On 6 May 2014 in Paris the 142nd Meeting of Directors General of Civil Aviation (DGCA) organized by the European Civil Aviation Conference (ECAC) was held. The meeting was attended by Mr Piotr Ołowski, President of the Civil Aviation Authority.
After acceptance of Agenda of the meeting, the President of the ECAC Mr Catalin Radu informed on the actions undertaken by the ECAC after the DGCA/141 meeting that was held on 12 December 2013 and on the planned activities. There was furthermore presented an overview of the activities undertaken by the ECAC Secretariat.
Later in the meeting Delegation of Greece, which holds the Presidency of the Council of the European Union in the first half of 2014 provided information on the implementation of recent initiatives within the EU. The representative of the European Commission presented the information on the current priorities of the Commission and the European Union in the field of aviation.
The Directors General of Civil Aviation also discussed issues related to the work of the International Civil Aviation Organization (ICAO) and considered documents concerned, among others procedures which could be established before the elections to the Council of ICAO in 2016.
Participants of the meeting discussed issues related to the environmental protection in aviation including the development of Global Market-Based Measures and activities to reduce CO2 emissions. During the meeting the special projects within the framework created for this purpose - Special Projects Fund were also considered.
President of the CAA Mr Piotr Ołowski proposed the new project which will consist the creation of ECAC Safety Management Systems Expert Group with the task to support different Civil Aviation Authorities (CAAs) in regard of establishing an effective and efficient SMS Oversight Programmes. The Group should be consist of experts with experience in establishing and running SMS and SMS Oversight Programme from both industry's and regulator's sides. In response to the proposal of the Polish delegation, Mr Piotr Ołowski was requested to provide ECAC with the project details. Specific objectives of the proposed Group are being prepared by the experts of the Safety Management Bureau in the Civil Aviation Authority and will be forwarded to the ECAC.
During the discussion on the documents in the field of aviation safety Mr Piotr Ołowski noticed that before deciding on further investment in ECCAIRS system development the latest information on FAA's ASIAS cutting-edge data-base and software package and possible prospective EU initiative in similar direction should be taken into account. Mr Ołowski added that the ECAC (or EU) study on the future safety data-base and analysis software should be performed and as soon as possible communicated to all interested parties.
At the end of the meeting the information on the preparations for the next 63rd Special meetings of the Directors General of Civil Aviation DGCA (SP) in Dubrovnik in Croatia were presented which will be held from 28 August to 1 September 2014.
