Member State, Committee member, International Organization have the power to initiate the procedure to amend or create ICAO Standards and Recommended Practices (SARPs) or Annex. The CAA invites to familiraize with the procedure, presented as well in the form of infographics.
For a State, Committee member, International Organization to amend or create ICAO Standards and Recommended Practices (SARPS) it is required to follow certain procedures. They are required to make a proposal during the Council sessions; Committee or Panel sessions to amend or create SARPs or Annex. If the Council, Committee or Panel agrees to the suggested amendment or SARPS, a Proposal for Action is created. The Proposal for Action is then taken to the respective ICAO body equipped to analyze the issue on the technical aspects. Majority of the time it would be the Air Navigation Commission. ANC will then check the technical aspects of the proposal, create working groups if required. After that a Technical Proposal shall be made which will shall be passed to the ANC for preliminary review. This will be reviewed by States and International Organizations. In the next step it is sent to the secretariat, then to ANC for a final review. If ANC has no objection they would recommend it and the Council adopts the amendment by a vote of two thirds.
