EASA Management Board Meeting in Brussels

On 3 June 2014 in Brussels the second this year meeting of the Management Board of the European Aviation Safety Agency (EASA MB) was held. The meeting was attended by the President of the Civil Aviation Authority Mr. Piotr Ołowski.

After the adoption of the meeting agenda and acceptance of the report from the previous meeting, Mr. Michael Smethers - Chairman of the EASA MB made his speech during which he informed the participants about the ending term of his chairmanship and that the election to the post of chairman will be held at the next MB meeting on 10 September 2014.

Later Mr. Patrick Ky - Executive Director of EASA, presented a report on the key issues, which have been recently proceeded in EASA. He informed the participants about potential changes in Regulation No. 216/2008 and the changes of the organizational structure of the Agency. He also described the EASA strategy for the period 2014-2018 in the field of outsourcing and cooperation with civil aviation authorities.

The issues on ECQB question base have been also discussed. President of the CAA Mr. Piotr Ołowski asked about the proposed number of questions, which would be the basis for the theoretical examination of pilots. President Ołowski also supported the initiative to extend the deadline for consultation of both the Roadmap "Policy initiative on aviation safety and a possible revision of Regulation (EC) No 216/2008 on common rules in the field of civil aviation and Establishing a European Aviation Safety Agency", as well as an EASA document "Advance Notice of Proposed Amendment (A-NPA) 2014-12 - European Commission policy initiative on aviation safety and a possible revision of Regulation (EC) No 216/2008" until 15 September 2014.

At the invitation of the EASA, the meeting was attended by Mrs. Margaret Gilligan - Associate Administrator for Aviation Safety of the Federal Aviation Administration (FAA). Mrs. Gilligan presented and discussed the effect of the FAA ASIAS system (FAA Aviation Safety Information Analysis and Sharing System). During the presentation Mr. Piotr Ołowski asked about the relationship between geographical regions and the number of TCAS warnings. According to obtained information, the biggest number of warnings have been recorded at the airport in Denver and at one of the airports in California. The main factors causing this fact is the increased traffic and the specific terrain.

During the meeting a document “Roadmap for general aviation (GA)” was also considered. President Ołowski has noticed that in the area of flight crew licensing, there is a need to define the term "mountain area" at the level of EU regulation or acceptable means of compliance (AMC) in the context of future work on the “mountain ratings”. The proposal was supported by the representative of Romania. Further during the meeting the work plan of the EASA in 2015 was presented. The participants also approved the Agency's final report for the year 2013 and accepted the first amendment of the EASA budget and decided to create EASA Internal Audit Charter.
