On 20 November 2014 the second meeting of the Central European Rotation Group under the chairmanship of Poland was held at the Civil Aviation Authority headquarters in Warsaw. The meeting was attended by directors general and representatives of aviation authorities of 9 countries - Bulgaria, Czech Republic, Slovakia, Slovenia, Hungary, Romania, Poland, Lithuania and Greece. The meeting was unique as it was the first meeting attended by two new Members from Lithuania and Greece, which have been accepted by all current members of CERG in accordance with the Memorandum of Understanding (MoU).
During opening of the meeting Mr Piotr Ołowski, the President of the Civil Aviation Authority and simultaneously the Chairman of CERG officially welcomed two new members and wished a fruitful cooperation within the enlarged Group. After opening remarks and welcoming the new members Mr Piotr Ołowski announced the initiatives of the Civil Aviation Authority relating to Just Culture, including workshops, seminars and trainings for prosecutors and for employees of the CAA. Permanent Representative of Poland on the ICAO Council Dr. Małgorzata Polkowska gave a comprehensive report on the 202nd and 203rd Sessions of the ICAO Council. The representatives of the Civil Aviation Authority gave presentations related to the environmental protection in civil aviation, the developments in this field relating to the framework of international organizations and agencies (ICAO, EASA), the state of connectivity and the air transport market in CERG States and the organizational structure and the legal basis of functioning of the Civil Aviation Authority of the Republic of Poland. The participants also had the opportunity to familiarize with the current regulations concerning the unmanned aviation (UAV/RPAS) in Poland and to discuss solutions in this area compared with approach of the other CERG States.
Poland has been a member of the Central European Rotation Group (CERG) since 2009. CERG Member States also are: Bulgaria, the Czech Republic, Romania, Slovakia, Slovenia, Hungary, Greece and Lithuania. Those countries candidate in rotation in the following election to the Council under the Memorandum of Understanding on Cooperation and Representation on the Council of the International Civil Aviation Organisation of 1 December 2011, which established the rules for cooperation and representation of the rotation in the region of Central and Eastern Europe. Mr Piotr Ołowski - President of the Civil Aviation Authority is a current Chairman of the Group. A three year term of Polish chairmanship began after the Polish victory in the elections to the Council of ICAO during the 38th ICAO Assembly in 2013. According to the Memorandum of Understanding the Member holding a chairmanship of the Group organizes meetings twice a year. The next meeting of the Group will be held in April of 2015.
