The first National Language Examination System (KSEJ) has started

Civil Aviation Authority is pleased to announce that since 19 May 2015 the National Language Examination System (KSEJ) has been operating. KSEJ is the first national system designed to validate proficiency in English by pilots and air traffic controllers. The system was developed in collaboration with the Polish pilots and controllers, in accordance with the requirements of the ICAO and EASA. New feature in KSEJ is the ability to repeat the recordings in the  listening part of the exam. The exam result will also be known immediately after the exam.

The individual modules of KSEJ will be launched in stages. The first module, starting 19 May is for candidates for pilots and pilots. Then in June this year, the module for air traffic controllers, trainees air traffic controllers and candidates for student air traffic controllers will become available. In the third place the Polish language module for candidates who will request for formal confirmation of the proficiency in the Polish language will become operational. Until launching of the modules, KSEJ  will be only held in the center of language examinations at the headquarters of the CAA. After this time, the KSEJ system will be gradually installed and available in other examination centers supervised by the CAA.

By the end of the next year in parallel with KSEJ the examinee will have a choice of examination system between the KSEJ and previously used - ELPAC.

Pilots who, in order to endorse the validity of the ICAO proficiency rating or renewal of a license confirming proficiency at the current level or lower will choose the KSEJ system are reminded that there is a possibility of extension of the rating by writing that information in the licence immediately after determining the result of the exam. Entry extension/revalidation will be performed by the  examiner conducting the examination.

Functionality of KSEJ:
• system allows to carry out a formal examination in English and Polish language, complying with ICAO and EASA;
• system is integrated with an internal Integrated Information System in the CAA which shortens the time for eg. data entry and facilitates the verification of the candidate;
• texts and audio scenes used in the tests are embedded in the real working conditions of members of the flight crew and the recordings used in the tests were prepared by Polish pilots and air traffic controllers;
• tests for pilots are adapted to the competence and skills for the pilot to fly in VFR or IFR;
• tests for air traffic controllers meet the operational stations of controllers' work (tower, approach control, control of the area, apprentice-controller);
• test does not require entering text using the computer keyboard;
• In part it is possible to repeat listening to the audio scenes on the candidate's request;
• the listening part is assessed by the "computer";
• speaking part is recorded, archived and evaluated on-line (during the examination) by one examiner conducting the examination and examiner conducting the evaluation;
• exam result is known and possible to forward a candidate right after the exam;
• when extending the language rating while maintaining the level in the period of validity of an entry, the extension of the rating will be performed by the examiner without the need of reissuance of the licence.
