Alternative Means of Compliance – AltMoCs

An organisation may introduce Alternative Means of Compliance (AltMoC) to establish compliance with Regulation (EU) 2018/1139 and its delegated and implementing acts. Prior to its implementation, the organisation shall provide the Competent authority with a full documentation of the alternative means of compliance:

  • the description of any revisions to manuals or procedures that may be relevant;
  • an assessment demonstrating that the Implementing Rules are met.

The Competent authority shall evaluate all alternative means of compliance proposed by an organisation by analysing the documentation provided and, if considered necessary, conducting an inspection of the organisation.

When the Competent authority finds that the alternative means of compliance are in accordance with regulation (EU) 2018/1139 and its delegated and implementing acts, without undue delay:

  • following administrative decision, notify the applicant that the alternative means of compliance may be implemented; and
  • notify the Agency and other Member States of their content.

In the process of an AltMoC verification, the Agency shall:

  • declare a positive assessment of an AltMoC accepted by a Member State concerned and put this information on official web page: www.easa.europa.eu/document-library/acceptable-means-compliance-amcs-and-alternative-means-compliance-altmocs; or
  • notify to a Member States concerned a recommendation for further AltMoC assessment; or
  • submit to a Member States concerned recommendation to revoke immediately the AltMoC granted, if implementing conditions have not been met.
