ICAO High Level Safety Conference in Montreal

logo_en.pngFrom 2 to 5 February 2015 at the headquarters of the International Civil Aviation Organization (ICAO) in Montreal was held the second High Level Safety Conference (HLSC). The conference was aimed at, inter alia, to achieve global consensus on two key areas of activity ICAO particularly challenging emerging safety issues – flight tracking and conflict zone risk mitigation. The event was attended by Polish delegation headed by the President of the Civil Aviation Authority Mr Piotr Ołowski.

The five days of the conference was attended by over 850 representatives of the ICAO Member States and the aviation industry. During the conference were raised issues concerning coordination and collaboration between the aviation and public health sectors in preparedness planning and response to public health events, the integration of unmanned aviation manned aviation in the civil airspace, as well as the issues related to the approach of individual countries in the implementation of safety management system.

On 4 February 2015 President Ołowski presented on behalf of the 44 ECAC Member States, EUROCONTROL and CERG the position on the protection of safety information. This document was created in the framework of the European Safety Coordination Group (ESCG) with the participation of Polish representative, like other developed documents presented by European Member States. Poland is the co-author of all nine Working Documents and Information Documents. The position presented by the President of the CAA was met with the general approval of the other ICAO Member States and as a result has been cited in the Recommendations adopted by the ICAO at the end of the Conference. During the conference, representatives of the Polish delegation took an active part in the daily coordination meetings in order to develop and present a common European position.

High Level Safety Conference (HLSC) is the most important international event in the management of safety in civil aviation, the results of which determine the strategic directions of development in this area, giving direction to the ICAO and all Member States. HLSC conference was held for the second time (the first was held in 2010).

The Secretary General of ICAO Mr Raymond Benjamin summarizing the results of the Conference expressed his delight that “With the outcomes of this Conference and those of the earlier Twelfth Air Navigation Conference, ICAO and the global air transport sector its serves have established a solid foundation and clear direction for aviation safety and for air navigation capacity and efficiency for some years to come,”
