Polish Participation in the 140th Meeting of the DGCA/ECAC in Paris

On May 7, 2013, in Paris the 140th Meeting of Directors General of Civil Aviation (DGCA) organized by the European Civil Aviation Conference (ECAC) was held. The meeting was attended by Mr. Piotr Ołowski, President of the Civil Aviation Authority of the Republic of Poland and Ms. Małgorzata Polkowska – Plenipotentiary of the President of the Civil Aviation Authority for European and International Affairs (Polish candidate for the Council of ICAO on behalf of CERG).

President Ołowski and representatives of Civil Aviation Authorities of other European countries officially welcomed the new Caspian Rotation Group, which has announced Turkey as a candidate for election to the Council of ICAO. President Ołowski expressed the view that the candidacy of Turkey to the Council of ICAO should be considered in the next elections in 2016, due to a necessity to develop a procedure for selection ECAC Member States for candidacy to the Council. At the meeting Spain’s candidacy for the position of Chairman of the ICAO Council was discussed. After voting ordered by President of ECAC most of the ECAC Member States have not agreed to this proposal.

Also during the DGCA meeting, Mr. Pekka Henttu (Director General from Finland) was appointed as a member of the Co-ordinating Committee. Directors General discussed the documents for 38 session of the ICAO Assembly prepared in consultation with the European Commission in areas relating to safety, security and facilitation, environment protection, economics, passengers’ rights and air traffic management. In the further part of the meeting  Directors General elaborated substantive issues relating to reports of the ECAC Focal Points for the security and facilitation of civil aviation and training, including progress of the ECAC Training Network.

Among other important decisions taken at the meeting were those relating to approval an amendment to the Agreement between ECAC and JAA TO, changes in the Liquid Explosives Detection System and an agreement on guidelines on noise measurement of light aircraft built from kits for self-assembly.

At the end of the meeting was presented the agenda of the next 62 Special Meeting of Directors General of Civil Aviation DGCA(SP) in Moldova, which will be held from August 29 to September 1, 2013.
