President of the Civil Aviation Authority at 199th Session of the ICAO Council in Montreal


From 21 to 24 May 2013, Mr. Piotr Ołowski – President of the Civil Aviation Authority of the Republic of Poland participated in the 199th session of the Council of ICAO, at the invitation of the current representative of Slovenia on the ICAO Council (on behalf of CERG) - Mr. Alojz Krapez.

Mr. Ołowski was accompanied by Plenipotentiary of the President of the Civil Aviation Authority for European and International Affairs, Mrs. Małgorzata Polkowska who under the CERG Memorandum of Understanding (MoU) has been nominated by the President of the Slovenian delegation as the Alternate Representative of Slovenia on the Council to ICAO.

During the meeting ICAO Council committee reports were discussed (including the security of civil aviation and acts of unlawful interference). Moreover, President Ołowski participated in the 193th Air Navigation Commission meeting, were participants discussed among others the Global Aviation Safety Plan, the Global Air Navigation Plan and took part in the European Union co-ordination meeting. The President also met Mr. Roberto Kobeh Gonzalez – President of the Council of ICAO and Mr. Raymond Benjamin – ICAO Secretary General. During the meeting Mr. Ołowski confirmed the readiness of Poland to cooperate with the Council of ICAO.

During the 199th session there was also a discussion concerning the proposal of the State of Qatar to become ICAO’s new Permanent Seat. On May 23 the proposal was withdrawn by the State of Qatar and on May 27 an agreement was signed under which Montreal will remain ICAO’s permanent seat and headquarters from 2016 till 2036.
