The 62nd Special Meeting of Directors General of Civil Aviation in Chisinau

From 30 August to 2 September 2013, the President of the Civil Aviation Authority - Mr. Piotr Ołowski participated in the 62nd Special Meeting of Directors General of Civil Aviation (DGCA/62 (SP)) in Chisinau in Moldova.
The meeting was attended by among others directors general of ECAC Member States, including the President of ECAC - Mr Catalin Radu, Secretary General of ICAO - Mr Raymond Benjamin, representatives of the European Commission , the Federal Aviation Administration (FAA ) and EUROCONTROL.

 After the official opening of the meeting and approval of the agenda, an overview of the main activities undertaken by the Secretariat after the ECAC DGCA 140 meeting, which was held on 7 May in Paris was presented. Then, the ECAC Secretary General delivered a speech on the ECAC plans in connection with the forthcoming 38th session of the ICAO Assembly in Montreal.

Later in the meeting the participants discussed  the European documents that were submitted for consideration during the 38th ICAO Assembly . The importance of promoting the views, priorities and European policies in the ICAO was emphasized. President of Civil Aviation Authority, Mr Piotr Ołowski, pointed out the need to improve the representation of ECAC in the ICAO Council by increasing the number of Council members.

During the following days, the participants discussed the status of the implementation of projects for the security and safety in civil aviation and project proposals for 2014. ECAC Directors General reaffirmed the desire for closer cooperation with the European Commission , EASA and EUROCONTROL in order to increase the safety and efficiency of the European air transport. President of the Civil Aviation Authority expressed the view that at the moment the European Commission, EASA and the Member States should focus on developing a common methodology for hazard identification and risk assessment which is necessary for the proper management within the Safety Management System (SMS), as well as single and coherent approach to the interpretation of certain events affecting the safety of civil aviation.

Directors General also considered the documents related, among others, to the technical specifications of equipment for the Explosive Trace Detection - ETD and environmental protection including the noise emissions.
