Initial cabin crew training and issue of Cabin Crew Attestation (CCA)

As amended, the provisions for initial cabin crew training and the issue of a CCA are given in Commission Regulation (EU) 1178/2011 (Aircrew Regulation).

Qualifications of cabin crew involved in commercial air transport operations - Annex V - Part CC

Qualification of cabin crew involved in CAT operations (PART-CC) Annex V contains provisions and qualification requirements for cabin crew members engaged in commercial aviation. For cabin crew, there is a requirement that you are the holder of a  Cabin Crew Attestation (CCA).

Following the regulations, attestation must be issued by a national authority or by an organisation approved by the aviation authority.

In Poland, attestations can be issued by commercial CAT operators who have been approved by the President of the Civil Aviation Authority (ULC) with an entry in the Operational Specifications, which are an attachment to the Air Operator Certificate (AOC).

In order to obtain the relevant specific approval, the operator must submit to the President of the Civil Aviation Authority (CAA) an application for approval to provide initial cabin crew training and to issue cabin crew attestations.

In accordance with the provisions of CC.CCA.105, the CCA shall be issued with unlimited duration. If a cabin crew has not exercised the associated privileges as a cabin crew in the last 60 months, the attestation will no longer be valid, and a new initial training must be completed.

If the organisation issuing the cabin crew attestation no longer exists, is suspended or restricted in the part concerning the issuance of cabin crew attestations, the President of the CAA will issue a duplicate or an attestation with amended personal details on the basis of an application submitted by the applicant for a new attestation and a copy of the original CCA on file.

Procedure for CAT operators, applicants or holders of CCA

Civil Aviation Authority (CAA) has established procedures for the issuance of Cabin Crew Attestation (CCA) in accordance with the Aircrew Regulation, Part-ARA, subpart CC.

The cabin crew shall not hold more than one CCA at any time.

The previously issued cabin crew attestations (CCA) must be archived at the CAA.

  • Duplicate

If CCA holders lose their CCA, it is stolen, or the CCA is destroyed, the cabin crew must apply for a duplicate.

In this case, the reason for the application must be described on the above-mentioned form. If the CCA document has been lost or stolen, a copy of the police report receipt should be attached to the application. If the attestation has been destroyed, briefly describe the reason(s) for destroying the document. In addition, the other required documentation listed on the form should be attached.

The cabin crew must apply to the CAT operator who initially issued the CCA.

The CAT operator shall give a duplicate of the CCA with the same reference number as the original CCA, with the current date and archive the application on the Cabin Crew holder's file.

If the organisation issuing the cabin crew attestation no longer exists, is suspended or its certificate to issue cabin crew attestations has been, an application for a new CCA must be submitted to the Civil Aviation Authority (CAA).

  • Change of name or citizenship

If the holder of the CCA changes their name or citizenship, the CAT operator that issued the CCA must be notified. The holder must apply for a new CCA to the organisation that issued the original CCA. The person applying for a change of personal details on the cabin crew attestation must describe the reason for the application and attach the other required documentation listed on the application form.

The cabin crew must apply to the CAT operator who initially issued the CCA.

If the organisation issuing the cabin crew attestation no longer exists, is suspended or restricted in the part concerning the issuance of cabin crew attestations, an applicant shall submit an application to the President of the Civil Aviation Authority (CAA).

The original CCA is valid until the holder receives a new CCA if the cabin crew can document that the name or citizenship is changed (e.g. a marriage certificate).

Please note: when a new cabin crew attestation(CCA) with amended data or after loss (lost, stolen, destroyed) is issued by the Civil Aviation Authority, the application may be submitted to the CAA in person (Customer Service Point POK), by post or to the Electronic Submission Box located on the ePUAP platform.

Additional requirements for CAT operators

The issuing of a duplicate or a new cabin crew attestation with changed personal details in accordance with the official document should be issued as soon as possible.

CAT operators approved by Civil Aviation Authority to issue Cabin Crew Attestation shall, following ARA.CC.100, submit a list to CAA with a record of CCA they have issued.

The AOC operator shall submit the issued duplicate or cabin crew attestation to the Civil Aviation Authority after a change in personal data in order to stamp the Civil Aviation Authority and enter the data in the CAA database and archive a copy of the attestation. The Civil Aviation Authority shall maintain a register of all cabin crew attestations (CCAs) issued.

CAT operators shall update their files when they issue a new CCA due to a change of name, other personal data and/or change of citizenship. The name and citizenship written on the CCA must always correspond to what is written on the cabin crew's passport.

An AOC that has been approved to issue cabin crew attestations should develop and implement a procedure for issuing a duplicate CCA or change of personal data. It must include a description of this procedure in the Operation Manual.
