The First Polish Legal Workshop for Prosecutors


On May 13 and 14 the First Legal Workshop on “Just Culture” for prosecutors co-organized by the Civil Aviation Authority of the Republic of Poland and the Polish Air Navigation Services Agency took place in Warsaw.

During the two-day workshop the concept of “Just Culture” and its practical application was presented. The agenda of the meeting included among others: issues of gross negligence, inadvertent actions and responsibility for taken decisions and actions, as well as “just culture” legal basis in international and European law. Prosecutors from the Netherlands shared their experience and answered numerous questions of their Polish colleagues.

In the discussion also participated representatives of the Civil Aviation Authority of the Republic of Poland under the chairmanship of Mr. Piotr Ołowski – President of CAA, representatives of the Polish Air Navigation Services Agency and the State Commission on Aircraft Accident Investigation. On a special invitation of Mr. Ołowski, Mr. Roderick van Dam – the EUROCONTROL Chairman of the Task Force on “Just Culture” arrived, as well as other foreign leading experts in this area.

The Legal Workshop is one of many initiatives taken by President Ołowski in order to raise the level of safety in civil aviation. The next workshop under the patronage of the Polish CAA will be attended by prosecutors from the Baltic states – Lithuania, Latvia and Estonia.
