On October 28, 2020 a new Regulation of the Council of Ministers of October 23, 2020 (item 1887) entered into force. It prolongs the international flight ban till November 10, 2020.
The flight ban refers to international flights of civil aircraft to airports entered to the civil airports register and airfields on the airfield list of the Republic of Poland from the following airports:
1) Belize;
2) Bosnia and Herzegovina;
3) Montenegro;
4) the Federative Republic of Brazil;
5) the Federal Democratic Republic of Nepal;
6) Georgia;
7) the Hashemite Kingdom of Jordan;
8) the Kingdom of Bahrain;
9) the Kingdom of Morocco;
10) the State of Israel;
11) the State of Qatar;
12) the State of Kuwait;
13) the State of Libya;
14) the United Arab Emirates;
15) the Republic of Albania;
16) the Argentine Republic;
17) the Republic of Armenia;
18) the Republic of Chile;
19) the Republic of Honduras;
20) the Republic of Iraq;
21) the Republic of Colombia;
22) the Republic of Costa Rica;
23) the Republic of Lebanon;
24) the Republic of North Macedonia;
25) the Republic of Maldives;
26) the Republic of Moldova;
27) the Republic of Panama;
28) the Republic of Paraguay;
29) the Republic of Peru;
30) the Republic of Tunisia;
31) the Republic of Cabo Verde;
32) the United States of America;
33) the Sultanate of Oman;
34) the Commonwealth of the Bahamas.
The above-mentioned ban does not refer to aircraft performing international flights:
1) at the order or with a permit of the Prime Minister;
2) mentioned in Art. 76 item 1 of the Act of July 3, 2002 – Aviation Law;
3) performed for the needs of the Armed Forces of the Republic of Poland and for the needs of foreign armed forces performing tasks on the territory of the Republic of Poland as defined in the Act of September 23, 1999 on the rules of the stay of foreign armed forces on the territory of the Republic of Poland and the rules of their movement through that territory (the Official Journal of the Republic of Poland of 2018, item 2110);
4) chartered before the entrance into force of this Regulation at the order of a tour operator or an entity acting at its order;
5) from airports located in states which notified to Poland the introduction of solutions guaranteeing that only passengers with a negative SARS-CoV-2 test are allowed on board of aircraft.
The Minister for Foreign Affairs publishes in their Official Journal an announcement with a list of states which notified to the Republic of Poland the introduction of solutions mentioned in paragraph 5 above.
At present, the announcement of October 14, 2020, published in the Official Journal of the Minister for Foreign Affairs, includes the State of Qatar and the United Arab Emirates.
