The Prime Minister, on October 22, 2024, appointed Julian Rotter as President of the Civil Aviation Authority. The appointment was made pursuant to Article 20(2) of the Act of July 3, 2002 Aviation Law (Journal of Laws 2023, item 2110).
Mr. Julian Rotter has been a civil service employee for many years. At the Civil Aviation Authority he worked at the President’s Bureau, the Department of Air Transport Market and the International Affairs Department. In 2015 – 2018 he worked as a State Liaison Officer at the European Organization for the Safety of Air Navigation (EUROCONTROL) in Brussels. He also managed the Support Bureau of one of the Executive Directors of the International Criminal Police Organization (INTERPOL) in Lyon. He gained his professional experience also in the nuclear sector.
He graduated from the Lazarski University (scholarship of the Minister of Science and Higher Education for outstanding achievements), English-language Postgraduate Studies of Economic Diplomacy at the SGH Warsaw School of Economics, as well as the Singapore Aviation Academy (SAA) where he gained a diploma in aviation management. Within the scope of a scholarship assigned by the National University of Singapore he graduated from a unique program at the Lee Kuan Yew School of Public Policy covering management and leadership in the public sector (Senior Fellowship in Public Service). Within the scope of an OECD/NEA scholarship he graduated from a program at the Montpellier University and gained a university diploma in international nuclear law.
During his many years’ career he actively participated in the works of the decision-making organs of the most important aviation organizations, such as: EUROCONTROL, the European Union Aviation Safety Agency (EASA), the European Civil Aviation Conference (ECAC) or the International Civil Aviation Organization (ICAO). Since 2016 he has been a Polish representative and a member of the European Air Law Association.
