On June 9–10, high-level meetings are taking place at the headquarters of the Federal Aviation Administration (FAA) in Washington, D.C., between representatives of the European Civil Aviation Conference (ECAC) and senior leadership from the FAA, the Transportation Security Administration (TSA), as well as high-level officials from the U.S. Department of State (DOS), Department of Transportation (DOT), and Department of Homeland Security (DHS).

Europe is represented at these top-level talks by the Directors General of Civil Aviation from Poland (Julian Rotter, President of the Civil Aviation Authority), France, and the United Kingdom, as well as by ECAC leadership and a representative of the European External Action Service (EEAS).
The discussions are focused on aviation security and safety, including next steps in addressing GNSS signal interference, shared challenges faced by the U.S. and Europe ahead of the upcoming ICAO Assembly, and continued efforts to strengthen civil aviation safety and security.
A key outcome of the meeting is the signing of a historic cooperation agreement between ECAC and the United States. The agreement includes provisions for TSA participation in the joint evaluation process of aviation security equipment used by ECAC member states. This Memorandum of Understanding represents a significant step toward harmonizing procedures, enhancing information exchange, and reinforcing global civil aviation security.

The MoU was signed by:
- Julie S. Brewer – Acting Under Secretary for Science and Technology, U.S. Department of Homeland Security (DHS)
- Ha Nguyen McNeill – Acting Administrator, Transportation Security Administration (TSA)
- Alessio Quaranta – President of ECAC
