State Safety Plan 2018-2021

he State Safety Plan for 2018-2021 (SSp 2018), constituting an annex to the State Safety Programme - SSP, is the second edition of the document aimed at identifying areas of risk that will be subject to the special analyzes and special supervision procedure of the President of CAA.
It is a tool based on the concept of risk management, that is identification of threats, their assessment and elaboration of effective mitigating actions. At the European level, these activities are presented in the successive editions of the European Plan for Aviation Safety (EPAS), while Member States are required to develop adequate plans and solutions at the national level.

 

In addition to indicating threats, SSp 2018 also establishes a slightly extended set of Safety Performance Indicators (SPIs), which on the basis of separate regulations should be developed by aviation entities, subject to the obligation to measure the safety level (Safety Performance Monitoring).

 

Such entities - obliged to have an implemented Safety Management System, include air training centers and air operators - as complex organizations, public airports managers and air navigation service providers.

 

Notwithstanding the foregoing, the President of CAA also encourages those entities that have no obligation to implement an SMS to participate in this project.

The second edition of the Plan provides for the modification of several indicators introduced in the previous edition [e.g. "Technical condition of SCF-NP and SCF-PP aircraft, on aircraft other than helicopters" and separation of "Landing gear failure events (GEAR)"], indication of several new hazard areas and addition of new tasks and safety indicators [m.in. 'Events related to the transport of dangerous goods (DG)'; "Helicopter events (HELI)" and "Events with participation of FOD"]. The changes are a response to environmental comments and aim at more effective collection of data related to the level of safety. "
