State Safety Plan for 2020-2023

State Safety Plan for 2020-2023 (KPB 2020) – 4th edition, an attachment to the Polish State Safety Programme for Civil Aviation. The document identifies areas of threats / hazards, that will be covered by the procedure of special analyses and special supervision of the President of the CAA.
It is a tool based on the concept of risk management, i.e. the identification of threats, their assessment and the definition and implementation of mitigation measures. Hazard areas for the needs of KPB 2020-2023 are based on the issues indicated in the European Aviation Safety Plan (EPAS) and developed on the basis of information from the aviation environment.


Some areas also include systemic issues in addition to strictly operational matters. Due to the fact that EPAS is based on the issues identified in the ICAO Global Aviation Safety Plan (GASP), the KPB update 2020-2023 also covers those threats. This year's update addresses the issues contained in the new EPAS for 2020-2024.
In addition to identifying threats, KPB 2020 also monitors Safety Performance Indicators (SPIs) developed by aviation entities subject to Safety Performance Monitoring obligation. Aviation training organisations and air operators as well as aerodrome operators and air navigation service providers are covered by that obligation.
The President of CAA also encourages those entities who are not yet required to measure the level of safety to participate in this project.
The State Safety Plan is a four-year plan. According to the assumptions, it will be reviewed every 12 months, and each annual edition will cover the next 4 years. This will allow to maintain the continuity of actions already taken while planning in a broader time horizon.
The State Safety Programme for Civil Aviation defines civil aviation safety management standards that are in force on the territory of Poland.
The document is a set of regulations and measures to improve safety, to manage civil aviation safety and to integrate actions taken at the state level in the field of legislation, policy and objectives in this area. It is also associated with the promotion of safety and supervision of safety management systems (SMS) of supervised organisations.
The State Safety Plan will be annexed to the State Safety Programme for Civil Aviation, in which, with the participation of the aviation environment, issues will be indicated, subject to special monitoring within the framework of the so-called safety level indicators. This will enable aviation surveillance to respond to threats early enough to avoid aviation accidents and to ensure that the costs of mitigating risk are adequate to the objectives. Thanks to this, each organisation will be able to assess itself and find out which business area requires additional management actions.
Thanks to the planned publication of the State Safety Plan together with the areas of threats for the coming years, each of the aviation entities will have knowledge of what area of its activity is currently a priority of the President of the CAA.
