1.Reporting of Aviation Occurrences

Since 1 February 2023, reporting of aviation occurrences is possible through the website ECCAIRS 2 https://e2.aviationreporting.eu/reporting .
In the ECCAIRS 2 system, occurrences can be reported mandatorily (MORS) and voluntarily (VORS).
The system is located at: https://aviationreporting.eu 


Access to applications in the ECCAIRS 2 system is provided by the President of CAA and the State Commission on Air Accident Investigation (SCAAI). Application in ECCAIR requires filling out the online form, without the need to send additional documents separately to CAA and SCAAI. You can also submit an occurrence report as an unregistered organization or as a private individual (on my personal behalf).

Aviation organizations that want to have their own account in ECCAIRS 2 are invited to fill out the online form: https://forms.office.com/e/Xxsewrfsub
We would like to remind you that ECCAIRS 2 is a tool for reporting aviation occurrences or other circumstances that could jeopardize the safety of air operations, but it is not a system for lodging complaints for breach of the Regulation No. 261/2004 / EC by an air carrier.

A list classifying the cases to be reported under the mandatory system is contained in Commission Implementing Regulation (EU) 2015/1018.
What occurrences are included in the voluntary system?
To determine if an occurrences belongs to MORS or to VORS, please refer to:
- list of notifiers (Article 4 (6) of Regulation No 376/2014/EU),
- list classifying occurrence (Regulation No 2015/1018/EU).
Fulfilling the above-mentioned conditions determines membership in MORS or VORS. The three (3) variants of meeting the abovementioned conditions:
If the occurrence is reported by a natural person named in the list and the reported occurrence is listed in the classification list, the event belongs to MORS.
If the occurrence is reported by a natural person named in the list and the reported occurrence does not appear in the classification list, then the event belongs to VORS.
If the occurrence is reported by a natural person not listed, then the event belongs to VORS.
