Safety is the most important thing for the whole society as well as for the aviation industry. It is a necessary condition for the functioning and sustainable development of air transport.
Everyone who conducts aviation activities should strive for continuous improvement of the level of safety, and each employee is of key importance for the entire civil aviation safety system.
Occurrence reporting - which has or may have a potential impact on safety - is crucial as a means of identifying threats.
Just Culture - a culture of fair treatment - is a prerequisite for an effective reporting system. It is also a high level of trust between employees and management, a sense of supporting common values and promoting good practices.
That is why it is so important for all participants of the aviation market to apply the above principles - public administration institutions (Ministry of Infrastructure and Construction, State Commission on Aircraft Accident Investigation, Office of Rail Transport, President of the Civil Aviation Office), scientific institutions (Institute of Aviation) as well as entities providing air services (carriers , airports, Polish Air Navigation Services Agency, Institute of Meteorology and Water Management, ground and technical service entities, aeroclubs, training centers).
In October 2017, the President of CAA prepared a Declaration on a safety culture, whose signatories undertake to implement a culture of fair treatment and promote the improvement of air transport safety.

The declaration is open for signature by all organizations operating in the aviation sector - regardless of the size and type of services provided. The only condition is to prioritize safety.
