For UAS operators from other EU Member States with a valid operational authorisation in accordance with Article 12 of Regulation (EU) 2019/947, who wish to perform cross-border operations in Poland, it is necessary to send:
- a copy of a valid operational authorisation in accordance with Article 12 of Regulation (EU) 2019/947;
- application for a cross-border UAS operation in the ‘specific’ category (click to download).
Upon successful review of the documents, it will be issued Confirmation of acceptability of a cross-border UAS operation in the ‘specific’ category in accordance with Article 13(2) of Regulation (EU) 2019/947, which is required to start operation.

Guidelines for flight rules
- Wytyczne nr 15/2023 Prezesa Urzędu Lotnictwa Cywilnego z dnia 1 czerwca 2023 r. w sprawie sposobów wykonywania operacji przy użyciu systemów bezzałogowych statków powietrznych w związku z wejściem w życie przepisów rozporządzenia wykonawczego Komisji (UE) nr 2019/947 z dnia 24 maja 2019 r. w sprawie przepisów i procedur dotyczących eksploatacji bezzałogowych statków powietrznych.
Local airspace
Air Risk Class (ARC):
• Flights less than 1 km from an aerodrome should be classified under SORA Step 4 as "flights in an aerodrome/heliport environment";
• Atypical airspace (ARC-a) is possible if:
1. The operation takes place in the active airspace zone using only the requested UAS after obtaining the administrator's written permission. The permission should contain information that the operation will take place in constant coordination with the air zone manager and for the duration of the operation, the manager will not allow other users to operate in the airspace in a normal situation"
2. The operation takes place near natural or artificial obstacles (i.e. trees, buildings, towers, cranes, high-voltage pylons, etc.) provided that:
• the height of the obstacle does not exceed 20 m - the horizontal distance from the obstacle is 30 m and the vertical distance is 30 m;
• the height of the obstacle exceeds 20 m - the horizontal distance from the obstacle is 30 m and the vertical distance is 15 m;
2.1 When operating away from the following locations:
• any known permanent or temporary landing sites for all types of manned aircraft;
• known military aircraft routes;
• ports/coastal areas where SAR operations may take place;
• any known areas where other UAS may operate (including modell club areas).
3. The height of the operating area does not exceed 50 m AGL (the height of the flight area is a maximum of 30 m AGL; the height of the safety area does not exceed 20 m) performing operations within visual line of sight (VLOS) away from the places indicated in point 2.1.

Insurance
Currently, it is not required when operating UAS weighing less than 20 kg. Otherwise, the UAS operator should have insurance in accordance with Regulation 785/2004: https://sip.lex.pl/akty-prawne/dzienniki-UE/rozporzadzenie-785-2004-w-sprawie-wymogow-w-zakresie-ubezpieczenia-w-67571690.
The PL Civil Aviation Authority recommends that each operator have insurance.
