On November 18 in Montreal, started the 200th Session of the ICAO Council. The 200th Session is attended by Dr. Małgorzata Polkowska - Polish Permanent Representative on the Council. During the first day of the meeting, the Council elected the new President who will replace Mr. Roberto Kobeh González, who held the office continuously since 1 August 2006. The new President - Dr. Benard Olumuyiwa Aliu from Nigeria was elected by acclamation. Dr. Benard Olumuyiwa Aliu will start his new function on 1 January 2014.
Later in the day the members of the Air Navigation Commission (ANC ) were elected. In accordance with Art. 56 of the Convention on International Civil Aviation Air Navigation Commission consists of 19 members elected by the Council from among persons nominated by the Contracting States. Members of the Committee elected by the Council: Adel H. Alaufi , Simon Christopher Molai Allotey , David C. Behrens , Manoel da Costa Araújo Júnior , James Inglis Dow , Mervyn Gerard Fernando, Declan Fitzpatrick , Paul D. Fleming , Oscar Rubén González , Moussa Halidou , Javier Herrero , Alexander Aleksandrovich Korsakov , Rolf Monning , Hyang - gyu Park, Feng Tai , Andrew Herbert Tiede , Samuli Vuokila , Haydar Yalçin , Hajime Yoshimura , Farid Zizi.Members of the Commission are appointed for a three-year term. Persons appointed as members of the Commission shall be entitled to serve in that capacity until the end of the next session of the Assembly at which a new election of Council members takes place and thereafter until the Council appoints their successors or until the Council or the Assembly makes other provision.

From 14 to 15 November 2013 in Gdansk at the Polish Baltic Philharmonic building an international conference "Gdansk International Air & Space Law Conference - Poland on the Council of the International Civil Aviation Organization” was held. The hosts of the conference were the Civil Aviation Authority and the Polish Air Navigation Services Agency. At the special invitation of the President of the Civil Aviation Authority Mr. Piotr Ołowski the conference was attended by air and space law experts and aviation organizations representatives from around the world, including Mrs. Nancy Graham - Director of the ICAO Air Navigation Bureau, Mr. Catalin Radu - President of the European Civil Aviation Conference (ECAC) and Mr. Frank Brenner - Director General of EUROCONTROL. Among the participants there were also representatives of the aviation authorities who, during the last elections to the Council of the International Civil Aviation Organization (ICAO) supported the Polish candidate, making Poland this year for the first time in history a part of the governing council of the most important aviation organization in the world. The conference was also attended by representatives of the aviation industry companies and students interested in the subject of the air and space law. The Conference was opened by the President of the Civil Aviation Authority - Mr. Piotr Ołowski, who stressed the importance of the conference and thanked the speakers and participants for their strong participation in this event important for Polish aviation law and aviation. During the conference opening, Director of the Air Navigation Bureau Ms. Nancy Graham congratulated Poland on the victory in the elections to the Council of ICAO and presented a work plan for the next triennium and identified long-term goals of the Organization.

It was historically the first meeting of the Council, in the meetings of which Poland will participate during the years 2013-2016. The Council meeting was attended by Mr. Piotr Ołowski - President of the Civil Aviation Authority of the Republic of Poland and Ms. Małgorzata Polkowska - Permanent Representative of the ICAO Council. During the 10 days of the Session a series of meetings of the Committees of the Council was held.

On October 25, 2013 the Committee Phase of the 200th Session of the International Civil Aviation Organization (ICAO) Council ended. It was the first meeting of the new Council which includes 36 countries selected during the 38th Session of the ICAO Assembly. It was historically the first meeting of the Council, in the meetings of which Poland will participate during the years 2013-2016. The Council meeting was attended by Mr. Piotr Ołowski - President of the Civil Aviation Authority and Ms. Małgorzata Polkowska - Permanent Representative of the ICAO Council. During the 10 days of the Session a series of meetings of the Committees of the Council was held. The Polish representative has been appointed a member of the Air Transport Committee, the Technical Co-operation Committee and the Committee on Edward Warner Award. The Polish Delegation also met with representatives of the other countries which are members of the Council.

On October 23, 2013 a meeting of the Air Transport Committee was held during the 200th Session of the ICAO Council. The Air Transport Committee meetings are attended by representatives from all 36 Member States which are in the ICAO Council. The meeting was attended by the Polish delegation - Mr Piotr Ołowski, President of the Civil Aviation Authority of the Republic of Poland and Ms Małgorzata Polkowska, Ph.D. - the Permanent Representative in the ICAO Council.

During the ongoing 200th Session of the ICAO Council, which for the first time is participated by the Polish Permanent Representative, a series of meetings with members of the Council took place. The participants raised topics related among others to the unresolved Significant Safety Concerns (SSCs) and the planned start of their publication on the website of ICAO from January 2014. Moreover, the need to work on the regulation on air operations and safety of commercial passenger suborbital flights which will start in the near future was signaled. It was noted that such flights will be subject to the regulations of the air law and space law. Ms. Małgorzata Polkowska – the Polish Permanent Representative on the ICAO Council took the floor on that matter and confirmed the need to involve ICAO in the works on space law regulations.On October 22 the meeting of the Committee on Relations with the Host Country ( RHCC ) and the Committee on Human Resources (CHR) took place.

During the ongoing 200th Session of the ICAO Council in Montreal on 21st October 2013 a meeting of the Technical Co-operation Committee took place. Ms. Małgorzata Polkowska – the Permanent Representative of Poland to the Council took part in those meetings. At the TCC meeting the participants have considered a number of documents, including documents relating to the establishment of the Management Plan for the Technical Co-operation Programme, which will include goals, objectives, timelines and financial requirements for the Programme. The participants also have considered the Work Programme of the Technical Co-operation Committee for the 201st Session of the Council, which will be held from 13 to 31 January 2014.
