During the ongoing 200th Session of the ICAO Council, which for the first time is participated by the Polish Permanent Representative, a series of meetings with members of the Council took place. The participants raised topics related among others to the unresolved Significant Safety Concerns (SSCs) and the planned start of their publication on the website of ICAO from January 2014. Moreover, the need to work on the regulation on air operations and safety of commercial passenger suborbital flights which will start in the near future was signaled. It was noted that such flights will be subject to the regulations of the air law and space law. Ms. Małgorzata Polkowska – the Polish Permanent Representative on the ICAO Council took the floor on that matter and confirmed the need to involve ICAO in the works on space law regulations.On October 22 the meeting of the Committee on Relations with the Host Country ( RHCC ) and the Committee on Human Resources (CHR) took place.

During the ongoing 200th Session of the ICAO Council in Montreal on 21st October 2013 a meeting of the Technical Co-operation Committee took place. Ms. Małgorzata Polkowska – the Permanent Representative of Poland to the Council took part in those meetings. At the TCC meeting the participants have considered a number of documents, including documents relating to the establishment of the Management Plan for the Technical Co-operation Programme, which will include goals, objectives, timelines and financial requirements for the Programme. The participants also have considered the Work Programme of the Technical Co-operation Committee for the 201st Session of the Council, which will be held from 13 to 31 January 2014.

On October 15, 2013 in Montreal began the ICAO Council meeting. This is the first meeting of the new Council which includes 36 countries selected during the 38th Session of the ICAO Assembly. It is historically the first meeting of the Council, in the meetings of which Poland will participate during the years 2013-2016. The Polish delegation - Mr. Piotr Ołowski, President of the Civil Aviation Authority of the Republic of Poland and Ms. Małgorzata Polkowska - the Polish Permanent Representative on the ICAO Council are present at the meeting.

On October 1, President of the Civil Aviation Authority Mr. Piotr Ołowski became the Chairman of the Central European Rotation Group (CERG). Thus, Poland has assumed the leadership of the group for the next three years. During the ongoing 38th session of the International Civil Aviation Organization (ICAO) Assembly the CERG office was officially transferred to the Polish delegation. The CERG countries representatives officially welcomed the new Chairman of CERG and congratulated on winning the elections.

President of the Civil Aviation Authority, Mr. Piotr Ołowski presented the model of Flaris LAR 1 airplane constructed in Poland to ICAO Secretary General - Mr. Raymond Benjamin during the lunch organized by Poland at the ongoing session of the 38th ICAO Assembly. After the great interest of the guests and the positive reception of the aircraft, the President of CAA sent a letter to the ICAO Secretary General on the possibility of permanent presentation of the aircraft model at ICAO headquarters in order to promote the Polish aviation sector. Thus, the model aircraft would be re-presented by the Polish delegation at the opening of the first session of the new ICAO Council on 15 October.

Today, for the first time in history, Poland was elected to the ICAO Council – the governing body of the most important aviation organization in the world - International Civil Aviation Organization. Thus, our country is a part of a small group of 36 of the 191 Member States, which will govern the work of ICAO for the next three years. It is a great Polish success which indicates the appreciation throughout the world of Polish contribution to civil aviation. The election in the third group, in which Poland won, took place on October 1, 2013 during the 38th Session of the ICAO Assembly in Montreal.

On 30 September 2013 the Secretary General of the International Civil Aviation Organization (ICAO) - Mr. Raymond Benjamin, in accordance with Rule 57 and 58 of the Standing Rules of Procedure of the Assembly (Doc 7600) an official memo containing the list of Member States which candidate for election to the Council of ICAO in the third group. Poland is one in a small group of 14 States: Bolivia, Burkina Faso, Cameroon, Chile, Dominican Republic, Indonesia, Kenya, Libya, Malaysia, Nicaragua, Poland, Republic of Korea, United Arab Emirates, United Republic of Tanzania.

On September 28, 2013 in Montreal took place the lunch organized by the Polish delegation during the 38th Session of the ICAO Assembly. The event was hosted by Mr. Piotr Ołowski - President of the Civil Aviation Authority of the Republic of Poland. Mr. President gave an opening speech and warmly welcomed on behalf of the Minister of Transport, Construction and Maritime Economy numerous distinguished guests from all over the world. During lunch, the Civil Aviation Authority had the opportunity to present Poland and Polish achievements in the field of civil aviation. Traditional lunch is organized by one of the Member States for delegates of other 190 Member States during the Session of the ICAO Assembly. Among the invited guests were the Secretary General of ICAO - Mr. Raymond Benjamin, the President of ICAO Council - Mr. Roberto Kobeh González, and Directors General of Civil Aviation, including Mr. Catalin Radu - President of the European Civil Aviation Conference (ECAC ) and simultaneously Director General of Civil Aviation of Romania.
