Civil Aviation Authority informs that European Aviation Safety Agency (EASA), ICAO and EUROCONTROL Network Manager strongly recommend airspace users to avoid specific airspace and circumnavigate Simferopol FIR using available alternative routings due to the unsafe situation where more than one ATS provider may be controlling flights within the same airspace.

In the period from 26 March to 4 April 2014, at the headquarters of the International Civil Aviation Organization in Montreal was held the Diplomatic Conference. The main purpose of convening a Diplomatic Conference by the Council of ICAO was the modernization of the Tokyo Convention on Offences and certain other Acts Committed on Board Aircraft signed on 14 September 1963 in Tokyo (Journal of Laws of 1971 No. 15, item. 147). Poland on this highly important event have been represented by Dr. Małgorzata Polkowska - Polish Permanent Representative on the Council of ICAO and Mr. Piotr Rychlik - Secretary in the Ministry of Foreign Affairs of the Republic of Poland.

The second – Council phase of the 201st Session of the International Civil Aviation Organization (ICAO) Council has ended in Montreal. The meetings were attended by the Polish Delegation - President of the Civil Aviation Authority Mr. Piotr Ołowski and Permanent Representative to the Council - Dr. Małgorzata Polkowska.

On 11 March 2014 in Montreal was held a second meeting of the Ad Hoc Working Group of Technical Co-operation Committee (TCC). The participants of the meeting discussed the CAEP performance indicators, the organization of the training courses, regional seminars and conferences, and regional cooperation in the field of work of Technical Cooperation Bureau (TCB). There were also presented the results of the satisfaction surveys determining the customer satisfaction and suitability of Bureau’s projects. Permanent Representative of Poland on the Council of ICAO, Dr. Małgorzata Polkowska presented a number of ideas for the improvement of TCB reports.

The President of the Civil Aviation Authority together with European Aviation Safety Agency and Łazarski University is organizing on the 15th and 16th May 2014 a workshop on the Commission Regulation No 965/2012 concerning commercial air transport both with airplanes and helicopters (CAT – Part-ORO, CAT & SPA) and including new Flight Time Limitation rules (Regulation 83/2014). The Workshop is intended for representatives from Middle and South-East European National Aviation Authorities and industry. The workshop shall be conducted in English by EASA specialists. The start is scheduled on May 15 at 13:00 LT at Łazarski University, Świeradowska 43 str, Warsaw, Poland. On 10 March 2014 was held last - the seventh meeting of the Council of ICAO during the 201st Session in Montreal. The meeting was attended by Representative of the Republic of Poland Dr. Małgorzata Polkowska. The meeting was preceded by a Coordination Meeting of the European Union.

2014 promises to be very interesting. It will bring us not only a lot of sport emotions, because of air sport events which will be held in Poland - such as the Red Bull Air Race World Championship in Gdynia or 33rd Gliding Championships in Leszno, but also many anniversaries. 2014 gives us a lot to celbrate. On 1 January passed 100 anniversary of pioneering commercial flight, which in 1914 was commenced by Percival Fansler airline (USA) on the route from St. Petersburg to Tampa. In connection with such a wonderful anniversary - The International Air Transport Association (IATA) has invited everyone with an interest in aviation to join a year-long celebration of the 100th anniversary and take part in a conversation about what needs to happen to make the next 100 years even more momentous.

On March 7 was held the sixth meeting of the ICAO Council in Montreal. It was the last meeting of the "Safety Week". The Council considered a number of documents. Before the beginning of the meeting the Permanent Representative of Australia to the Council Ms. Kerryn Macaulay delivered a speech on the occasion of International Women's Day, in which their contributions have made all five female Representatives in the Council - (Australia, Nicaragua, Poland, Portuguese and United Arab Emirates). In her speech, recalled the first woman to sit in the ICAO Council in years 1971-1977, representing the USA - Ms. Betty Crites Dillon. Ms. Dillon was a licensed pilot and a veteran of the Peace Corps. During the current ICAO triennium there is the largest cohort of women serving on the Council in history. The speech highlighted the increasingly important role of women in aviation and the need to support young female professionals in the field of aviation and provide support in their carriers. The female Representatives in the Council provided each of the Council members and each of the females present in this room and in the interpretation booths, with a simple flower. After this symbolic gesture the Council began deliberations.

On 6 March, 2014 at the headquarters of WSK "PZL - Kalisz" SA was held a certificate giving ceremony where the Certificate of aviation piston engine ASZ - 62IR -16E with electronic fuel injection was given. The Certificate was presented by the President of the Civil Aviation Authority - Mr. Piotr Ołowski. The President in his speech congratulated all the employees and the management of WSK "PZL - Kalisz SA" to obtain the certificate for the modernized engine. He also stressed that the engine family ASZ - 62IR have been widely used in aircraft produced in Poland, such as the AN-2, PZL M18 Dromader, PZL-106 Kruk and contributed to the development of the Polish aviation, and in particular agro aviation. After the ceremony, participants have toured the manufacturing facility.

On 5 March 2014 was held the fifth meeting of the Council of ICAO under the 201st Session. Members of the Council with the participation of the Permanent Representative of Poland Dr. Małgorzata Polkowska discussed a series of documents including the Report of the Monitoring and Assistance Review Board (MARB) and a Report of the Implementation Support and Development - Security (ISD -SEC) Programme. The members of the Council were presented with the annual report on the activities of the ICAO Regional Offices and work programmes for 2014. Activities have been summarized under six main areas: Safety, Capacity and Efficiency of Air Navigation, Security and Facilitation, Economic Development of Air Transport, Environment and Technical Cooperation. Later in the meeting there were presented a Report on Technical Co-operation Programme Development, a Review of the organizational structure and functions of the ICAO Regional Offices and review of the resolutions and decisions of the 38th Session of the ICAO Assembly concerning legal subjects.
