In the Official Journal of the Republic of Poland under item 1160 a Regulation of the Council of Ministers of June 30, 2020 on flight bans was published. It prolongs the flight bans for international flights till July 14, 2020. The Regulation enters into force on July 1, 2020. The ban is not applicable to international flights from and to European airports (except for the Kingdom of Sweden and the Portuguese Republic) as well as from and to: Georgia, Montenegro, Japan, Canada, the Republic of Albania, the Republic of Korea and Ukraine.

According to the Regulation, activities related to passenger air transport are acceptable under the following conditions:

The Chief Sanitary Inspectorate in cooperation with the Civil Aviation Authority (CAA) developed detailed safety requirements to be applied at national airports and on board of aircraft. These requirements are based on the European Union Aviation Safety Agency (EASA) guidelines. Their aim is to limit the risk of SARS-CoV-2 spread.
The European recommendations have been developed by experts from the European Center for Disease Prevention and Control (ECDC) and EASA. “Our priority was the health and safety of passengers at airports and on board of aircraft. We want the passengers to feel safe during air travel. Unified procedures are also to prevent aviation from being a source of renewed infection”, Mr. Piotr Samson, the President of the CAA said.What is going to change at the airports?Temperature measurement at the entrance to the terminal; access only for passengers with tickets; social distancing; obligation to wear face masks; limitation of use of airport services and facilities, e.g. smoking rooms, playgrounds – these are some of the new rules for passengers at Polish and European airports. An obligation to fill in a health statement according to the instructions of the air carrier is also a novelty.
Airports are to ensure access to disinfectants and vending machines with face masks. In order to limit a direct contact between passengers and airport personnel, e.g. at information stands, passport control or check in, protective screens will be installed in those places. The airport personnel will have protective equipment and the terminals will be regularly cleaned and disinfected.
What is going to change on board of aircraft?The crew will be equipped with face masks and gloves for the flights. The passengers will be obliged to cover their mouth and nose during the whole flight. The on-board service will be limited in order to minimize a direct contact between the crew and passengers. Drinks and snacks will be served in individual wrappings. The passengers will be obliged to fill in the Passenger Locator Form before landing. “Only consistent application of the recommendations will make flying safe. Soon, we plan to conduct airport controls in order to check how the new requirements are executed. I appeal to passengers to follow the instructions of the airport personnel and the crew. I am convinced that due to the cooperation and mutual understanding the air travel will be smooth and quick”, President Samson adds.

In the Official Journal of the Republic of Poland, under item 909, a Regulation of the Council of Ministers of May 21, 2020 on flight ban was published. It prolongs the flight ban for international flights till June 6 and for domestic flights till May 31. The Regulation entered into force on May 24, 2020.

On May 20, 2020 during the 154. session of the Directors General of Civil Aviation of the European Civil Aviation Conference (ECAC) Mr. Piotr Samson was elected to the ECAC Coordinating Committee.
The Coordinating Committee is an executive and managing organ of ECAC. It manages the work of the organization.
During the meeting, organized in a form of a videoconference, two new members of the Coordinating Committee, comprised of up to 11 members, were elected. The ECAC member states elected Mr. Piotr Samson – President of the Civil Aviation Authority nominated by the Director General of Civil Aviation Authority of Spain and Ms. Rannia Leontaridi – the Director General of Civil Aviation of Great Britain as members of the Coordinating Committee.
The tasks and competences of the President of the CAA comprise among other things cooperation with international civil aviation organizations.
“I treated these tasks as priority since my first days in the CAA. I realized that being a member of the decision-making organs of those organizations will make the Polish voice heard. The fact that I was elected to the ECAC Coordinating Committee whose task is, among other things, the presentation of positions on behalf of 44 states in the International Civil Aviation Organization (ICAO) and in other regions around the world means that our strategy, i.e. Poland perceived internationally as a strong state, has been completed”, Piotr Samson, the President of the CAA said.
It is worth remembering that Piotr Samson was elected as the Chair of the Management Board of the European Union Aviation Safety Agency (EASA) for a 4-year term in December 2019 and as Vice-President of the Provisional Council of the European Organization for the Safety of Air Navigation (EUROCONTROL) in December 2018.
ECAC was established in 1955. Today, it consists of 44 member states. Poland became a member of ECAC in 1990. At present, the Coordinating Committee consists of the Directors General of Civil Aviation of the following states: Sweden, France, Italy, Germany, Montenegro, Poland, Portugal, Slovakia, Spain, Turkey and Great Britain.

ADDITIONAL RULES FOR THE THEORETICAL EXAMINATION CANDIDATES TAKING EXAMS IN THE JUNE SITTING WITH REGARDS TO SANITARY AND EPIDEMIOLOGICAL GUIDELINES
The following rules are introduced due to the epidemiological situation and are complementary to the existing rules for taking theoretical examinations at Aviation Examination Board of the Polish CAA.
